It will be expensive to extract oil up there and get it back to where it's needed. We need to find simpler, less expensive solutions.

How different is it from OTHER "hard-to-manage" areas, like the North Sea?

It is going to happen anyway, Russia has entered in an agreement with Royal Shell to drill in Russias part of the Artic.

Seems to me the rationality of the quote, "Damn the torpedoes, full speed ahead!" comes into question.
