This wasn't really the issue at Fukushima. The issue was maintaining the coolant supply. Nuclear power plants can be made very safe, and Japan's reactors are generally considered very safe. After all, Japan invented a lot of the technology! However.... (and it's a big one), they can never be made completely safe, as we're slowly (sadly) beginning to realize. Making a completely safe nuclear power plant would be cost prohibitive and even then it wouldn't actually be completely safe. So, the question remains - do the benefits outweigh the risks. I don't think so. Neither does Germany.

Nuclear power is "lower emission technology". It emits no carbon dioxide or air pollutants. It's waste is contained and controlled (I don't know how Europe deals with nuclear waste, but they get it done).
And nuclear power is the way to lower CO2 emissions and still generate power on a large scale. That is what Europe professes to want, including the Germans who foolishly are giving up nuclear power.
As for the safety issue, it is entirely possible to design fail-safe nuclear reactors that shut themselves down if all external power disappears, so that another Fukushima accident could not happen.
